Stockpile destruction:

The destruction of Landmines and UXO in stocks or dumping grounds has, like training and education, a direct impact on the ability to release safe land to populations. Not all mines can be destroyed upon detection. To ensure that the release of safe land to victim populations is not threatened by further replanting of anti personnel landmines (APL), originating from stocks or new production, stockpile destruction is probably the most cost effective tool. It also prevents the use of explosives for terrorist actions.

Stockpile destruction compared to full cycle operation of detection and clearance of planted mines is estimated as 10 to 1. Reduction of mine-threat in developing countries can thus be exponentially accelerated.
